Add linters to deltametrics: whitespace

This pull request adds a linter that removes trailing whitespace from lines and another that ensures files end in a new-line character. These should reduce the number of merge conflicts, and easier to read diffs. Some tools, particularly on unix systems, assume all lines end with a new-line character and so will not work correctly without a final new-line.
