feat(i18n): more translated surfaces

Bit of a mixed bag here, apologies for not splitting up into separate PRs, but seems a bit excessive. Bit of a whack-a-mole at this point ;)

1. Adds a large number of missing Norwegian translations to easier get overview of missing surfaces (also sorted in same order as english resource file)
2. Added i18n primitives for:
   • Publish status button
   • Review changes (panel title etc)
   • Validation panel
   • Inspect dialog
   • Document pane menu items (Inspect, Open preview)
