fix (libzkp): upgrade to use prover v0.9.8 and add strict-ccc feature

Purpose or design rationale of this PR

• Disable step storage in trace: trace: disable step storage; remove reading from sload step storage zkevm-circuits#1035
• In prover-test, fix wrong file-close defer function call to closure (sorry for my wrong fix previously), since it's the parameter of as.NoError and evaluated when invokes defer. Correct for mayDumpProof (and tested in test_zkp).
