BLUE-114 Test original POQ in the validator

ISSUE SUMMARY:

The priority for this is below an ITN blocker and above everything else.

Note that gold is looking at this from the receipt side for ancillary services.

First turn off the flags for the newPOQ in the validator.

Also please have someone perform a search to look for code related to poq-LS that is not behind a flag. If you find some that is behind a flag but it is not the main flag please document it here and share with the team. If you find something that is POS-LS and not behind any flags please put it behind a flag.

Test to see where we stand. Things may be broken on the archiver side.
