digital-asset#559 put bounds on happy. this probably should never have affected more than the ghc-lib-build tool and it appears, more recent ghc source doesn't constrain happy < 2.0. i've adjusted the bounds on 9.8.3.20241022 and this removes the upper bounds wholesale.
