This pull request includes updates to the CI workflows and documentation to drop support for Python 3.10 and add support for Python 3.11. The most important changes include modifications to the GitHub Actions workflows to reflect the new Python versions and updates to the documentation to indicate the supported Python versions.

.github/workflows/build.yml: Removed Python 3.10 from the matrix and updated conditions and steps to use Python 3.11 instead. .python-version: Updated to Python 3.11.README.md: Updated to indicate that Python 3.11 or higher is required and added a section on the Python support policy.
