This is the first stable release of the SILKC platform.

This release includes:

• installation procedure with sample (fake but realistic) data enabling immediate working setup. The sample data is focused on 3 occupations: truck driver, carer for the elderly and accountant. Searching for training around other occupations will provide no pertinent result.
• complete integration of ESCO framework's occupations and skills in English, Polish, Italian and French.
• complete "final user" experience to register one's account, fill one's profile and make some dream occupation searches.
• "training provider" experience to register an account and register training the institution provides.
• "recruiter" experience to register an account and register job offers, search for possible matches and send them mails (without knowing who they are).
• "admin" interface to deal with all that.

This version does not include the Machine Learning training process and working model to enhance training recommendations, which can be enabled separately (different tech dependencies). Please follow https://github.com/silkc/silkc-machine-learning for integration instructions.
