Chore: Use catalogs to manage versions of common dependencies

Description

Uses a monorepo root catalog to define versions for every package so it's easier to upgrade, manage, etc.
See: https://pnpm.io/catalogs

Note for contributors: this will bump PNPM to require a minimum version of 9.5.0 or higher!

Changsets

Instructions: Changesets automate our changelog. If you modify files in /packages, run pnpm changeset in the root of the monorepo, follow the prompts, then commit the markdown file. Changes that add features should be minor while chores and bugfixes should be patch. Please prefix the changeset message with feat:, bugfix: or chore:.

we'll also want to update the engines and packageManager field in the root package.json to use 9.6.0 or higher (the latest is 9.7.1).

this looks good now, but we'll first have to resolve why vercel's deployment is failing before we merge

removing the engines field did the trick. this is good to go!
