Can we also move this into run commands, so that it will be started by sky jobs launch --fast?

Previously, the dashboard is not restarted when
sky jobs queue/logs --refreshis used. This can be quite confusing when runningsky jobs dashboardbut seeing nothing for the dashboardFuture TODO:
sky start sky-jobs-controller-...should restart the dashboard as well.Tested (run the relevant ones):
