Create run configuration

Most of the changes are related to adding a configuration, but there are some other minor improvements including:

• Sutr run configuration which allows the "Generate Ask" action to be performed as part of a build
  • set the "Sutr Files" property to a glob path (e.g. "*/path/to/sutr/files/.sutr")
  • NOTE: there is an existing bug that causes duplicate definition errors if you include imported files as part of a generate Ask files. Workaround: only include the files that do the importing (i.e. the "intent" files)
• You can now import sutr files with a relative path!
