Added makefiles for the wheel_fac_test program.

Adding the integer factorization routine FACTOR. LCD and GCM are unchanged.

CCE and CCL files for all programs are now included in the source code .zip and .tar.gz files.

Two changes from Version 1:

• Added the Byte Order Mark to both .txt files so they display well online.
• Increased the version number.
