The main issue is that, IdentityServer4 3.x uses IdentityModel 4.x, which has renamed EpochTimeExtensions, and hence you get a runtime binding error.
This minimally fixes that version, whilst updating the IdentityServer4.Contrib.Membership Version number to reflect the supported Version Number of IdentityServer4.
