We were fortunate enough to get volunteer assistance from a legal specialist to get these terms crafted. IANAL, but what was communicated while we iterated on the draft terms was that the line in question was being deliberately restated at the end of the term bullets, in a slightly different context (use to vs. in connection with)

IANAL, I've created this PR because I've interpreted the text as intended for the the general audience, hence the redundancy.

If that kind of legal precision is significant for the text intended for the general audience, then it may be preferable to distinguish between two versions: general/human-readable version and the official legal version.
