If ETP_THREAD_LIMIT is set to a positive integer value, use that as the thread-count parameter to eftest.runner/run-tests. Otherwise, pass the number of CPUs there.
With the full test set taking 90 seconds and producing a lot of output, this improves the ergonomy when one wants to run only a limited set of tests.
