downprice many cargo orders

About the PR

changes prices of cargo crates i'm reasonably certain are overpriced, may add more depending on comments discussion

this PR primarily focuses on __over__priced orders

makes the following changes:
atmos:

• normal gas gas canisters $1k -> $300, $1k for liquid (atmos gets all those for free so might as well sell them for cheap, plus liquid gas is a nightmare to work with for practical applications due to being cold, heaters are very weak)
• CO2 cans $2200/$4000 -> $400/$1800
• plasma can $4000 -> $2500

engi:

• emitters $3k ->$1.5k

materials:

• plasma $2k -> $1.5k
• plasteel 3 -> 1 stacks, $4.5k -> $1.5k (made more granular)

repriced the other guns to be more in line with lasers being $4.8k for 3:

• SMGs $9k -> $6k (2 SMGs, 4 mags)
• shotguns $7k -> $6k (2 shotguns, 3 boxes)
• pistols $5.2k -> $3.2k

Why / Balance

i believe all those orders are significantly overpriced for what they are worth or for how they compare to other orders
i only included the orders i definitely think are overpriced, need a discussion on which others may be also downpriced

SMGs $9k -> $6k (2 SMGs, 4 mags)
pistols $5.2k -> $3.2k

Damn, big SMG buff, though 1 pistol and 2 clips for 1.6k is still outrageously high, for double price you get triple magsize, ammo, full auto, storage efficiency and still maintain good accuracy. Even if crate was 1k I wonder if anyone would bother to buy it.

I agree with most of these, the guns will probably attract discussion for nukie and rev balance though
