I've noticed that admins lost their standard red color. If it is crucial for them, I guess it will be possible to make check if user either has admin flag or NameColor flag |

About the PR
Changes Admin flag check to NameColor flag check.
Why / Balance
Now:
If user has every single flag exept admin flag he won't get OOC color
Guys with NameColor flag can change their color but won't be able to see it (cause they don't have admin flag)
After:
If user can change his OOC, then he (and others) can see his colored OOC. If can't - he can't.
