About the PR
Adds Syndicate Wall Lockers and Secure Syndicate Crates
Changes "Armory Lockers" locked variant to be locked. (more details below)
Why / Balance
I needed Syndicate wall lockers and felt it was easier to send them upstream. On my journey, I realized there were a few issues along with more potential. This means lockers that look "locked" are actually locked to the Syndicate.
I felt it was necessary to change the name Armory Locker to Blood-Red Lockers since it could be misleading and confusing for newer mappers to think it is a locker meant for the armory. Now it's not to say one can't be remodeled to be used in the armory but the "Locked" variant is meant for Nuclear Agents. It also doesn't state it is a "syndicate locker" just that it is just "blood-red"
