Beginnings of TA monitor. Moved to new feature branch to avoid merge conflicts.

• create dir for storing images, unless we want to switch to a plot instead
  

• create databases with reset
  

• Add a lot more logging

• Properly set up Bokeh plots
  

• Change to querying level 1 data to get centroid info
  

• separate instruments into their own modules
  

• work out more intensive analysis for coronagraphs as discussed

Closing this in favor of #1292, but this will still be used as a reference. #1292 started with the code in this PR, but it has been extensively modified/reorganized. Development is still in progress.
