At present, the TOC does not function well. Specifically:

It is difficult to browse the TESS NBs since the TOC resets to the top each time you click a NB. JupyterBook works best when the TOC is "condensed", i.e. is entirely visible without scrolling.
@RAShaw-sci has concerns about navigability / the ability of people to find the content they want.

Some improvements we can make:

Update the logo image so that it does not take up 20% of the TOC
Sort all Notebooks into folders to avoid inconsistency (and reduce the initial display length of the TOC): postponed since this will take significant effort and should not block point 1
