The outline presented here makes sense to me, and noting where we can recycle existing functionality is very helpful!

DO NOT MERGE THIS WORK. We need to ensure no pointers to Roman data exist as we don't want to make that public, nor do we want to give the impression of how to work with the files until the Roman mission is farther along.

This is good for our internal testing only.
