feat(chat): Open Send modal from payment request

Closes #16738

What does the PR do

• Asset is duplicated in Payment request #16924 (asset formatting in description)
• Currency indicator is missing when switching to fiat in payment request #16927 (asset name in amount input)
• Adjusted open send modal logic for payment request to new standard. This doesn't need to be cherry-picked to release
