**This release is consensus breaking due to the event emit types changes. It requires a coordinated upgrade, but this upgrade itself is optional)

- If no capabilities are enabled, they are all off vs previously opt-in
- breaking Mint & Burn types now emit for the ToAddress for the burn or mint, not the sender
- Refactors some logic
