[WIP] GitHub Actions workflow

WIP For:

• Already setup to run Makefile and Travis setup for checking JSON files against schema #70
  • Note that a schema has been PR'ed over in Model 701 705 update #75 as well though a makefile would still need to be added for this to work.

Already running over at altendky#2. It will run here once merged. GitHub Actions doesn't execute on PRs from other repositories until a branch in the main repo is doing actions.
