chore(SNP-1124): Update CI workflows #6

Changes in CI:

  • remove workflows that added monitoring tags
  • add workflows which create a Pyrus task on new issue or PR
  • add workflows that create a comment about closing a PR or issue in the corresponding task in Pyrus
  • update templates
