Forked to address Docker rate limits

Changes

• Remove the document checking action.
• Add actions to handle releases.
• Include specific actions for releases.
• Update the documentation to explain the reason for forking.
• Add binaries (linux ARM64 AMD64).
• Update package.json to compile JavaScript and Go code
• Correctly point action.yml to the appropriate script
• Handle scenarios for local execution versus action execution
