Improve stats collection in following areas:

  • Fix an assertion failure when using stats on swift PCM generation job
  • Allow stats reporter to be initialized earlier without source manager so the coverage can start earlier to cover the compiler setup.
  • Extend some tracer into new areas like compiler instance setup and CAS output backend store.
