UG changes for MAUI Visual Studio Code.

1. I have analysed the previous platform blazor vscode UG documentation and prepared the document for MAUI VSCode UG.

Solution description

1. I have added the new create-project, overview, Download and Installation and Code-snippet md file for MAUI VSCode. And also added the required images for the MAUI VSCode UG.
