Blocks are built using the latest reth database, and changes are applied to a local view of the db, so the only thing we really have to do is get the block that's built in rbuilder (
submit_blockseems a nice location) and whenever we deem necessary, create a propose L1 tx and submit it to the L2 so reth will pick it up in the exex like normal.The L2 block being built in rbuilder is not visible in reth, so nothing to stop there.
