The x19 architecture cannot run QTS5 anyway, but can run Tailscale perfectly. Updates tailscale#72

The x19 architecture cannot run QTS5 anyway, but can run Tailscale perfectly.
This is an attempt to add build for QTS4 only for x19 architecture packages.
I know that you don't have proper test hardware for QTS4, but since we're stuck either with very old versions, or building our own, I figured it wouldn't harm to have this build alongside the other packages.
I can safely say that "it works on my machine" (famous last words :) ). At least, on my Qnap-412 with the latest os
4.3.3.2420, I can run Tailscale-qpkg built from the latest version (1.52.0as of today)."fixes" #72
Happy to help if I can do anything to have this released for QTS4.
