Release Schedule and Procedure

Release Checklist:

• Update the Tutorial Solution Tags: see scripts/update_tutorial_tags.py
• Update the What's New documentation
• Tag Release
  • Verify that Docker and Conda build complete successfully: https://travis-ci.org/github/tethysplatform/tethys/branches
  • Verify new versions of latest and stable docs build successfully: https://readthedocs.org/projects/tethys-platform/builds/
• Create new release branch: release-X.Y
• Increment version in setup.cfg in master branch
• Update the CITATION.cff for minor version releases (upload artifacts to zenodo)
