Make TLS authentication to foreman optional #39

I hacked this for a customer some time ago. The customer has multiple Puppet CAs and the foreman Web UI uses a certificate from a third CA. We had to disable TLS client authentication to get the puppetserver->foreman connection working.

The Smart Proxy should already have (valid) client certificates to connect to Foreman. That's how it was designed to work. Are you not able to use those?

No, because of the three different CAs I've to deal with. And none of them are crosssigned.
