Dockerfile was outdated not resolved to work on pyproject.toml

People get the ability to work with Docker container easy setup

docker compose -f docker/docker-compose.yml up -d

remove unnecessary apt install to just use one

Tested and merged. The person who usually tests docker was busy so I had to do it myself.

Hi @bdashore3 with @suparious play around also to have ROCm Dockerfile
