We'd like to avoid require fakeweb on production. Because the gam overrides Net::HTTP classes.
This PR changes the dependency.

Also, I moved test_helper.rb to spec directory. Because, lib/global_collect.rb will requires test_helper.rb https://github.com/thoughtworks/global_collect/blob/master/lib/global_collect.rb#L17-L19.
