Adds groovy code for a pipeline that allows triggering builds and tests for a given ghaf github PR pre-merge.
Currently, this pipeline will not be added to the automatically deployed jenkins pipelines, rather, an admin user would manually configure this pipeline on environments that need it (such as dev).
