This adds an ARB counter define for ssrc targets. This counter filed in the TOC is used by the new bootloader (saluki_bootloader_v2).
It also updates the TOC field name reserved -> flags2 in the old bootloader code to keep the old bootloader compilable. That change has no effect on ARB functionality
