Fixes GitHub actions error: "Error: Can't find 'action.yml', 'action.yaml' or 'Dockerfile' under '/home/runner/work/cluster-api-provider-tinkerbell/cluster-api-provider-tinkerbell/.github/actions/setup-go'.
