feat: change subnet registrator deployment

Description

This PR changes how the subnetRegistrator contract is deployed on the Topos subnet. The subnetRegistrator contract is no longer deployed with a constant address. It is deployed with a dynamic address.

Additions and Changes

• Added the flag to the contracts.yml file

Breaking changes

It might require additional fixups for the entire stack
