chore: update the ToposCoreProxy address

Description

This PR updates the constant address of the ToposCoreProxy contract.
This is in correspondence to the changes made in topos-protocol/topos-smart-contracts#125

Fixes TP-864

Additions and Changes

• Changed address for the ToposCoreProxy contract in the sequencer config files
