chore: remove TCENodeRegistrator.sol

Description

This PR removes the unneeded smart contract for TCE node registration as the registration process will be implemented with a different implementation.

Fixes # TP-622

Additions and Changes

• Removed TCENodeRegistrator.sol smart contract
• Removed TCENodeRegistrator.test.ts test file

Note: Edited the send_token script to remove any type warning
