This PR adds some steps to the present workflows:

  • build tk:backend docker image on TkTrEx - Pull Request workflow
  • build yt:backend docker image on YTTrEx - Pull Request workflow
  • build and push both yt and tk backend docker image to registry on GH Release workflow

This means the CI only build and push images to the registry only when we manually run the GH Release worflow
