Prepare a release for version 0.63.0

[teaf-wise]

Context

Jira tap was having some issues, this update is an attempt at fixing them before diving a bit deeper.
There is also an update on some underlying dependencies.

Proposed changes

Updated some dependencies, most importantly tap-jira.
Old Github actions were also updated.
