Add API for themers to handle localized urls #74

Themes often maintain their set of links to navigation items, or hard coded links. This is an API that allows those items to be reversed. Also it is important that if the plugin is deactivated...the theme does not break.

If the Tx live plugin gets disabled, things should not break.
