twitter-oss: Prepare OSS libraries for release

Summary: Problem

We want to release the next versions of our Twitter OSS libraries:

util -> 7.0.0
scrooge -> 4.19.0
finagle -> 7.0.0
twitter-server -> 1.31.0
finatra -> 2.12.0

Solution

Prepare libraries for their next releases.
