ubxlib v1.3.1

Release to add ubxlib as library in PlatformIO at this tag. Besides that several improvements were added:

new GNSS API function is introduced: uGnssGetPortNumber()
AT client improvement: timestamps on log prints
HTTP client reliability improvement when no RTS flow control.
Improved Wi-Fi captive portal reliability
MQTT disconnect when there is no transport
