I was trying to assign a bounty hunter to an issue but the bot refused to do it

Besides it says that the last activity time is Last activity time: Wed Aug 30 2023 06:20:14 GMT+0000 (Coordinated Universal Time) while in reality the latest activity happened on Sep 5 2023

I guess this is the same issue as #653
It will be fixed after #723 is merged
