Avoid conflicting instantaneous CICE history output #2510

Commit Queue Requirements:

Description:

Enable existing hist_suffix to CICE tests/parm/ice_in.IN that can be used to create unique filenames when different instantaneous history output frequencies write for the same output time

This has no impact on regression tests as CICE hist_avg=.true.
