Adds new notification topic for Project Releases
NOTE for @hojberg this also nests data payloads for comments and status updates under the
commentandstatus_updatekeys so they match the nesting ofproject,contribution, etc.I think you're probably using the comment author when rendering those, so let's sync up before deploying, sorry for the change.
