Overview
A first pass at adding the SyncV2 protocol to UCM, which currently allows syncing to/from sync-files as well as syncing from another codebase.
Implementation notes
How does it accomplish it, in broad strokes? i.e. How does it change the Haskell codebase?
Interesting/controversial decisions
