- Adds scripts for monitoring jobs per handler and the current queues number of jobs per state. Scripts are added to the role hxr.monitor-galaxy role and are enabled now in the monitoring playbook.
- Increase upload monitoring telegraf config timeout
- Decrease vgcn monitoring telegraf config interval from 60m to 30m
