Starting a New Year

Only happens once a year, so it's a manual process.

1. Insert a new record into the years table
2. Create the first admin for that year

• One could adapt script/admin_tasks/create_user.rb for this.

3. Log in as the admin and fill out the "Settings" form (e.g. /2014/edit)
